Egbetokun was born on September 4, 1964, in Erinja, Yewa South Local Government Area, Ogun State.
He has been appointed as Acting Inspector-General of Police of the Federal Republic of Nigeria by President Bola Ahmed Tinubu GCFR.
He received his mathematics degree from the University of Lagos (UNILAG) in June 1987.
Before joining the police, Egbetokun gave a brief mathematics lesson at Yaba College of Technology in Lagos.
His additional academic credentials include an MBA from Lagos State University, Ojo, 2004, a Post-Graduate Diploma in Petroleum Economics from Delta State University, Abraka, 1996, and an MSC Engineering Analysis (UNILAG), also from the University of Lagos, Akoka, 2000.
On March 3, 1990, Egbetokun enrolled as a Cadet Assistant Superintendent of Police in the Nigeria Police Force.
He was named Chief Security Officer in 1999 by Senator Bola Tinubu, the governor of Lagos State.
He held various positions, including Commander of the Rapid Response Squad in Lagos, Squadron Commander of Mopol 5 in Benin City, Officer-in-Charge of the Anti-Fraud Unit at the FCT Command in Abuja, Chief Superintendent of Police, Administration at the Lagos State Command Headquarters in Ikeja, Area Commander of Osogbo at the Osun State Command, and Area Commander of Gusau at the Zamfara State Command.
On September 29, 2020, he was elevated to Commissioner of Police, and on September 29, 2020, he was posted to Kwara State. In September 2022, he was deployed to Zone 7 (Abuja), and on March 29, 2023, he was deployed to the FCID as Assistant Inspector General of Police.
