The 2024 budget estimate would give priority to Agriculture and Rural Development, in line with the ‘sustain’ agenda of Governor Uba Sani of Kaduna State.
The State Chairman of the Estimate Committee and Commissioner of Planning and Budget Commission, (PBC) Mukhtar Ahmed disclosed the budget defense by the Ministries, Departments, and Agencies, (MDAs) at the Conference Hall of the commission.
“The 2024 budget priority just like in the sustain agenda of his excellency Governor Uba Sani would mainly be on Agriculture and Rural development we all know that the Governor campaign on 7 points agenda, that is, sustain and strengthen the institutions that we have, upgrading of infrastructure, Agriculture and Rural Development, investment in capital and nurturing citizens engagement”.
“Like every year, this year is another period for a multi-year budget, you know Kaduna State is operating a multi-year budget estimate, that is the activities for the budget are not only for the incoming year but we look at what we plan to do budget-wise in the next coming two years, so the exercise is to cover for 2024-2026”.
Ahmed attributed the success achieved, so far to some key activities in the preparation for the budget defense exercise, which included interaction with the commissioners and staff of the Planning and Budget departments of the ministries on how to prepare the budget.
“we have also engaged with the citizens under the citizens engagement of the commission, so think due to the ground work we have done we are having a smooth process here”.
Commenting on the level of implementation of 2023 fiscal estimates, the former federal lawmaker, explained that some MDAs in the state have made their targets while others have not.
“There is nothing perfect in life,” says the PBC Boss, “as we all know budget is an instrument to give a guide in your operations so that you don’t do anything in the dark, the budget in the area of revenue is not that impressive but we have to understand that 2023 is an election year, which had affected revenue generation”.
“But we thank our donor partners and some of the programs we had with the World Bank that have formed part of 2023 budget and are also what we would use in 2024 but we are encouraging and preparing the MDAs mindset toward the 2024 budget so that we would do better”. Mukhtar added.
