Kaduna – As the 47th National Council on Agriculture and Food Security (#NCAFS) continues in Kaduna, a strong call has been made for state governments to immediately domesticate the new continental agricultural strategy, the CAADP Kampala Declaration (2026–2035).
The appeal was made by ActionAid Nigeria, which presented a key memo at the council meeting, urging all 36 states and the Federal Capital Territory (FCT) to align their agricultural budgets and investment plans with the framework.
The Kampala Declaration is a new 10-year continental strategy designed to transform agrifood systems across Africa to foster inclusive growth, build resilience, and achieve food and nutrition security.
A statement from the organisation outlined that the declaration has six core objectives, which include intensifying sustainable food production, boosting agricultural investment, and building food systems that can withstand climate and economic shocks.
ActionAid Nigeria emphasised that for a country like Nigeria, the real work of transformation lies at the sub-national level. The group called for state governments to take ownership of the plan by translating its objectives into concrete budgetary allocations and policies.
To spur public engagement on the issue, the organisation posed a critical question to citizens: "To truly transform agriculture, which of these areas do you think your state government should focus on first?"
The options given are:
1. Investment & Financing for smallholder farmers and agribusiness.
2. Sustainable Food Production through better seeds, technology, and reducing post-harvest losses.
3. Building Resilience to climate change and economic shocks.
The ongoing council meeting in Kaduna has brought together commissioners of agriculture, permanent secretaries, and sector experts to deliberate on national policies, with this new push from ActionAid expected to feature prominently in the discussions on sub-national implementation.
